The WDSF+ ADU Pilot Program - an initiative within the Denver Housing Authority - partners with homeowners to develop affordable ADUs. The program works with non-profit and institutional partners to provide a range of services to make ADU development accessible and affordable including:

The 7 pre-designed models are both highly energy-efficient and designed to specific accessibility-adaptable design standards to support diverse mobilities and abilities.

A major benefit of the WDSF+ADU Pilot Program is pre-designed units that minimize up-front cost to the homeowner. Finishes and structural considerations are standardized to eliminate costly design fees. Homeowners can customize their exterior paint color and door color, and complete other customizations like landscaping and interior paint changes after construction.

The program primarily partners with Habitat for Humanity of Metro Denver for construction, however on-call builders may work with some homeowners.

We understand that many homeowners who work in the design/build field would like to work on their own ADUs. Unfortunately the program cannot support such arrangements. For homeowners working with Habitat for Humanity, you are welcome (but not required) to volunteer on your own build site.
Program Terms

Existing homeowners in the City and County of Denver with ADU zoning, who have lived in their neighborhood for at least 2 years, can qualify for financing, and have a clear area in the rear of their lot. Homeowners of all income levels can qualify.

The ADU Pilot Program now serves homeowners with ADU zoning citywide.

Your site must 1) have ADU zoning, 2) all structures must be up to building code 3) you must have a clear area in the rear of your lot.

The program works by enabling homeowners of all income levels to successfully develop an ADU. In exchange agree to the following for 25 years: 1) Homeowners rent their ADU or primary dwelling with a lease longer than 30 days (no short term rentals) 2) Homeowners maintain rent under 80% Area Median Rent for Denver County (set by the Colorado Housing Finance Authority, or CHFA), and 3) Either the homeowner or the renter must be below 80% Area Median Income.

The program is designed to allow homeowners to sell their homes and exit the program. The details of how this works depend on context.

Cost + financing

All homeowners regardless of income qualify for $45-$55 thousand in cost savings.
Income-qualified homeowners may qualify for up to a total of $85 thousand in cost savings.

There is no cost to apply! Homeowners pay a deposit that covers a portion of WDRC’s pre-development cost after financing and site pre-qualification.

The program works with partners to dramatically reduce the cost of ADU construction by up to $85,000 depending on unit size and household income. Homeowners then finance the remainder through either refinancing their existing mortgage, taking out a Home Equity Line of Credit, savings, or a combination of the above.

Pricing changes quarterly, and depends on unit size, available cost-savings, and site specific variables like soils and infrastructure.
